Licensing Audit Manager

Position Overview

The Licensing Audit Manager is responsible for the design, planning, and execution of subscriber-facing licensing audits on behalf of the CT Plan Administrator. The role ensures that CT Plan licensing policies are consistently applied, that usage declarations reconcile to actual consumption, and that audit recoveries are documented, negotiated, and collected in a fair, transparent, and auditable manner.

The Licensing Audit Manager partners closely with Licensing & Relationship Management, Legal, Finance, and Operations. The role is accountable for the annual audit plan, the audit case docket, remediation outcomes, and the quality of audit workpapers supporting every audit cycle.

DataCT operates under the independence, governance, and transparency framework established in the CT Plan and the Administrator RFP. All staff are expected to uphold the independence of the Administrator function, avoid actual or perceived conflicts of interest, and support the governance reporting obligations of the Operating Committee of CT Plan LLC.

Core Responsibilities

Audit Planning and Case Selection

  • Develop and maintain the annual audit plan in coordination with the Head of Legal, Risk & Compliance.

  • Prioritize audit cases based on risk, exposure, policy coverage, and prior history.

  • Maintain the audit case docket, staffing plan, and workload tracker.

Audit Execution

  • Plan and execute subscriber licensing audits consistent with CT Plan policy and industry audit methodologies.

  • Document findings, calculate recoveries, and prepare remediation recommendations.

  • Lead audit interviews, evidence collection, and technical review of subscriber usage reporting.

Workpapers, Documentation, and Quality Assurance

  • Maintain audit workpapers and evidence aligned with internal and external audit standards.

  • Implement quality-review procedures and peer review across all audit cases.

  • Ensure audit records are retained in accordance with DataCT records-retention policies.

Disputes, Negotiation, and Settlement

  • Coordinate with Legal and L&RM on disputes and settlements, including negotiation of remediation plans and payment terms.

  • Escalate material disputes to the Head of Legal, Risk & Compliance and, where appropriate, the CAO.

Reporting and Continuous Improvement

  • Produce quarterly audit reports covering case volumes, recoveries, findings patterns, and policy-interpretation themes.

  • Recommend policy and process improvements based on recurring audit findings.

  • Partner with the Pricing & Policy Manager on policy clarifications identified through audit work.

Key Performance Indicators

  • Annual audit plan completion rate.

  • Recovery realized vs. identified.

  • Quality-review pass rate on audit workpapers.

  • Dispute cycle time; settlement outcomes.

  • Subscriber-facing audit experience (professionalism, fairness, transparency).

Qualifications

  • Five or more years in market-data audit, vendor compliance, or financial audit.

  • Familiarity with exchange/SIP licensing rules, CTA/UTP Plan policies, and audit methodologies.

  • Strong investigative, documentation, and negotiation skills.

  • Bachelor's degree required; CIA, CFE, or CPA credentials a plus.

Skills and Competencies

  • Structured audit methodology; evidence-based reasoning.

  • Clear, precise written communication for finding documentation and negotiation correspondence.

  • Professional presence with external subscribers; ability to de-escalate disputes.

  • Analytical fluency: Excel, BI, and data-reconciliation tools.

Tools and Systems

  • Audit workpaper tools, CRM, document-management systems (SharePoint, Confluence), BI (Power BI, Tableau), ticketing/project tools (Jira, Asana).

Location Requirement

This position requires regular, in-person physical presence at DataCT's principal offices in New York City. DataCT's core staff, CT Plan stakeholders, SIP Processors, auditors, and principal service providers are concentrated in the New York metropolitan area, and on-site collaboration is essential to the Administrator function.

Compensation and Benefits

  • Base Salary Range - $115,000-136,000 (commensurate with experience, qualifications, skills, education, internal equity, and market data).

  • Eligible for performance-based incentives consistent with the role level.

  • Compensation is set in accordance with the DataCT Resourcing Experience and Expertise Classification Framework.

About DataCT

DataCT LLC is a Delaware limited liability company headquartered in New York, New York, formed as a single-purpose, independent, member-owned entity to serve as the Administrator of the U.S. Consolidated Tape Plan (the CT Plan). DataCT LLC is responsible for the unified administration of Tapes A, B, and C under the CT Plan, acting on behalf of CT Plan LLC under the Administrator mandate. DataCT is currently engaged under an Interim Services Agreement and is transitioning to the definitive Administrator Services Agreement with CT Plan LLC. The organization is building toward a full operating state of approximately 25 employees and is expected to be fully operational by April 2027.
